I don't do immigration law, but I have friends who do, and I had to learn about it for the bar exam. I'm also Canadian.
There is nothing about Salah that qualifies him for refugee status.
Kuwait is an American ally, and the US has pledged to back Israel in this war. Even if Kuwait decided to expel Syrians because the US says so (highly unlikely the US will) he would not automatically have a claim.
And that won't happen. Israel isn't going to invade an American ally and Hamas wouldn't dare take on Kuwait after the Gulf War. America has proven they will liberate oil fields.
But, constantly documenting herself parroting Salah's push Israel into the sea rhetoric will be a potential reason and evidence to deny him Canadian citizenship.
