I think it's a consequence of having a strong industrial base and an unwarlike population, dealing with a people who have almost no industrial base but are quite warlike (at least in terms of willingness). In the short run why send troops and risk the political backlash that results from even a small number of casualties when you can arm one group of goatfuckers to shoot the other? You seem to forget that there was actually much hostility between the Arabs and the Turks during the age of their empire, thus the whole "lawrence of arabia" story.
