Gen 2 gives you an advantage for Gyms 2, 4, 6 and 7. Gen 6 gives you an advantage for Gym 1, 6, and 8. On both of these, picking the usual 'best' choice [Grass] screws you over somewhat [first Gym is always harder, since it's Super Effective against yours]. Gen 5 doesn't count because you get a Pokémon that beats the Gym for free.

In Gen 1 at least, each time gave you a different difficulty in a way.

Fire- harder gyms, easier trainers (cuz of grass, bug early on)
Water- mid gyms and trainers
Grass- easier gyms, harder trainers (grass, poison, bug, flying early on)

Brock actually doesn't have any rock type moves. He can only hit you with the normal type tackle. His gimmick was that Onyx could use bide and reflect damage back at you and once you figured out not to hit him when he did that you could chip away at him with anything.
