Essentially a night vision monocular (pretty much half of a night vision goggle set, sometimes literally) attached to the top of a rifle with a crosshair. Usually have some sort of magnification built in unless it's used in conjunction with another device.
He's a firearm instructor and a soldier. It's expected that he's better at this stuff than his trainees.

Well he GTF out of lewiston, a city with a higher density of cops and is now who knows where. Outside the few little cities its a very big wooded state with not many state cops. They dont even have their own helicopter. They had to call for help from NH.
How does this work? Is there a guy in Langley whose job it is to speed-write a manifesto every time some basketcase shoots up a gathering? Or do they have a bunch of irons in the fire with a custom manifesto already written up ready to drop when one of their assets commits mass murder? Do they just like print it out at Office Max and plop it on their corpse, airdrop it to their phone...? I'm a pretty fast writer, how do I get that job?
