My understanding is in anime (but with Bleach especially since this is relevant), you would know instantly when a character is a foreigner and a native Japanese no matter the color of the skin. The normies need to get that explicit mention, but you can just look at someone and just

Kaname was originally voiced by a white man, but David Rasner hasn't done anything in a long time, so that's why nobody cares a literal who black man was then cast as him in TYBW. Even so, Kaname is a Shinigami just like Yoruichi, ethnicity was never once explicitly stated. It's just been hinted at with him through looks alone compared to Yoruichi, and even then, it literally doesn't matter.
