I am an old fag. In olden times, way back before the towers fell, mass shooting and mass killing were distinct. A melanated individual could fire 50 rounds, hit 12 people and kill only 2. That is a mass shooting regardless of how congress defines it. IMO they changed it to account for the notoriously bad aim of a specific community.

White people go to the trouble of aiming their weapon AT the people they are trying to kill instead of just spraying a cloud of bullets into the air while running away.
