Fuzzy hashing is a bit different, but the same general idea applies. A hash is mathematically designed to be a trap door, where it's easy to go one way (image -> hash) but computationally infeasible to go the other direction (hash -> image).

It isn't and virtually all social media that has to deal with the issue uses some form of hashing. The whole point of it at least in the context it's used in is not having to keep around material that is illegal but being able to recognize it as something previously deleted.
