This is actually for the best. The sooner she starts paying experts to study the feasibility of this project, the sooner the big, fat fantasy bubble she's floating around in will burst.
I want Burns to go ahead and pay the hospitality consultant $5000, just to have the consultant come back to her with a tentative list of needed staff to do all of the things Burns fantasizes about—a list of positions that is not going to get filled in a county with a total population of just under 6800 people (and declining), with a median age of 51 (and rising).

Yeah, they really do. The world has always just
worked, catering to all their needs and a lot of their wants, yet they have absolutely no idea how much unseen, coordinated effort it took to make that happen in the first place, much less keep it running.
Somehow, there will be no problem finding skilled, experienced staff appropriate to a luxury retreat center and spa, and somehow, they will be able to afford to pay that staff fair wages commensurate with their experience. And somehow, all of that staff will be happy to move to deep rural West Virginia, and once there will be able to find suitable housing.
The poor, deluded woman has
no idea. None. And given that she's an emotionally-fragile, denial-ridden basket case who thinks that the moral force of "because we deserve it" ought to be powerful enough to clear the path ahead of her and demolish all obstacles, I don't think she's going to take it very well when her paid experts start pointing out reality to her.
