I've done that, fight injustices, for a long, long time. The reason I'm still able to do so and still free is that I'm fucking sneaky, is that I can juggle multiple sock puppets in different places and for different issues, that I don't let them cross contaminate, that I'm inherently distrusting of a broken system that took a cheese grater to my psyche as a child, and I mostly stuck to anonymously exposing things that assholes wanted to hide.
It is relatively safe to expose things to the public and put up websites for whack-a-mole with bullshit legal letters and takedown notices. Certain refuges for free speech, such as this here antipodean gooseberry farming forum, can make that relatively easy.
In this situation you're talking about now, yes, you can expose things (anonymously, unless you want to be a martyr), and twitter makes it pretty easy to do so. But you also have to organize. You have to try to group people up and feel them out and vet them. That's really, really, really fucking hard.
All the average person can really do is visibly blend in, follow the Moscow rules to a T, use good OPSEC to share covered up things to the world, and wait for critical mass. It takes exceptional people to not just get glowfucked trying to politically organize even if you're literal pacifists.
