He knows very well how to condone and not condone his chat and how easily he could do it, it's just that in this instance they're doing exactly what he wants so he's not going to condone their harassment. Same thing with all the brigading his community, specifically his discord server does, he'd condone it but he ultimately agrees or is happy with the actions they take. The real hypocrisy is he allows his chat to run rampant and largely unchecked (unless they do something that he disagrees with) but calls out other streamers all the time on the behaviors of their chats & communities.
