It's apparently not only NOT illegal, it's protected by cloudflare, as shown if you try to go to the fappening blog via an anonymous browser. That whole site is basically leaked nudes.

That blogs probably hosted in a country where revenge porn is legal, although it's also possible the police don't know or care.

But, you could ask Cloudflare why they are protecting it.

Starlink is still "investigating" after asking for some PCAPs (lol). <EU-country> regulatory agency sent me an email my complaint has been successfully filed and that it might take up to 6 weeks for them to respond.

Doubt anything will happen with either but who knows. Maybe there's a big pile of Cogent complaints already.

It seems like the routing was fixed. Or, at least, I've been getting regular clearnet access through Comcast recently.
