Sounds like he got the standard "if there's any more information you have, please contact us".
Its usually slang for "you do all the work and if you uncover something major, we will take the credit".
Sounds like Sam took that to heart and got pissed when the police didn't return his emails with what he wanted to hear.

Everyone knows that Samuel Collingwood Smith is a habitual sock puppeteer, and that he is incredibly clumsy at disguising his sock activity. In some cases he makes no attempt at all to provide a disguise before immediately b-lining to the defense of his pseudonym, but usually he makes a couple of token comments about other subjects. I suspect that these cloaking comments, no matter how awkwardly he attempts to write them in a different voice, are usually within the scope of Sam's actual interests.
This brings me to one of his sock's camouflage in particular:
If the subjects that Sam utilizes to disguise his socks are typically related to his interests, then it may also be the case that Sam has an interest in Twilight. This interest may be limited to Ashley Greene, who could substitute for Amy Lee, or, in keeping with Sam's habit of coincidentally finding himself in spaces occupied by teen girls, suggest that Sam may have been spending time in forums dedicated to Twilight when that was in vogue.

Back in 2014, when he wasn't busy participating in the great war to save video games from the insane clownshoe posse, Sam spent his time as a zealous fan of That Which Sleeps, whose Kickstarter he helped spread awareness of. It promised to allow him to play an evil god, which I suspect is a running theme in Sam's life.
Despite missing milestones, Sam's zeal for the game continued for a long time:
However, by October of 2015, Sam just couldn't wait any longer for this flailing project to show progress, and his hope died. He handled the loss with the composure and humility one would expect. He used legal threats to obtain a refund from the developer, wrote angry blog posts, and spammed links to them all over.

In the Bay 12 Games (makers of Dwarf Fortress) forum he made such an ass of himself over this Kickstarter that by April of this year he was banned.
Sam was even a financial contributor to Bay 12 Games, so I suspect being banned outraged him, but I have not uncovered evidence of the usual abuse that is directed toward those that defy his will.

Four hours on a statement? No chance. In fact the officer taking the statement would be WTFing throughout.
The police would not take this seriously as in terms of criminal law there is not much they can do; it is an extremely low priority crime - probably tried to get traction from the Malicious Communications Act. The police just dont have the resources to chase those outside of the UK for such a crime.
On report of a crime, a 'crime' is opened up on the process system where it is recorded (what classification of crime) and given a reference number. In the UK it is common for a crime number to refer to the opened record and will be used throughout the process. A task is created and handed to an officer, usually uniform in such case as above and s/he will visit the victim and take a statement.
The statement and visit will be fed into the force intelligence system. Usually now the 'victim' will be advised whether the case will be pursued or not.
Sam probably got all angry that he was told to stop being a cunt and refuse to engage but alas, he has a big ego.

The suggested idea that he filed some sort of internal complaint about the constables is the best possible for 4 hours. So, not content to flap and squawk impotently about only a handful of Internet nerds, he could be going after real police -- which is a really great idea if you're also trying to get the police to care about your Internet fights.
Alternatively, that "four hours" could just include the time he spent waiting to give a statement. Like, I can imagine him sitting in a room for 3 hours and 45 minutes while the police waited or him to leave own, before finally sighing and taking a statement about cyberbullying.

Yeah possibly, I think he is just bullshitting. By saying the statement took four hours, I think he is trying to imply that he has a whole load of shit on people and the police would take ut seriously.
The independent police complaints commission (IPCC) sadly will have to check whether his complaint has merit or not - they are usually very fair (they're civilians and indeed totally independent of police authority) and will tell someone or their lawyer to go fuck themselves.
Someone could do an FOIA request as mentioned above and ask for any information held on Hertfordshire Police's on Kiwi Farms. I think there won't be much at the moment but could be interesting.
But yeah, he is talking out of his arse.

He's mentioned the FBI taking it seriously like a dozen times too but there's genuinely no crime being committed and I've caught not a word from anyone since the SWATting (which was in response to a genuine emergency created by either international terrorist Samuel Collingwood Smith or someone who was probably inspired by him). I've reviewed all the laws and all the cases he's cited and there's nothing that comes close. It's just not illegal to host a web forum about losers on the Internet.

Cops are pretty much used to neighborhood busybodies who ring them up twice a week over stupid garbage. They probably have a 'dealing with Sam' duty that they use to punish anybody who fucks up. I doubt the local bobbies give enough of a shit about him to feel anything close to 'hatred', if it wasn't him spazzing out over internet terrorism it'd be Old Missus Gillycutty ringing them up about suspicious youths wearing gangland hoodies or w/e.

Well they know already that doesn't work. There are Lumen database records of their failures.
And these URLs are already out of date. So what's he going to do? File more complaints? Forever? Is this going to be his entire life from here on out, filing search engine litigation to hide pictures like these?
He's going to keep it up. Forever. For years. Constantly exasperating his own problems. This thread had 4 fucking replies to it in January and now it has 132 pages. There are extensive records of him encouraging or directly committing what can only be described as criminal harassment -- over a lost cause.
And shucks, if he just asked nicely, if he just said "please", I'd probably delete the fucking thread.

They're not used to people putting them under investigation and threatening them, then having to answer questions from Internal Affairs or whatever. That goes beyond being a nuisance to attacking them personally.
