It's a bit easier to lock down if what you're firing into space only has to come down once. Starship is well... a starship. It also cost over 4 billion dollars to get the first SLS launch off the ground. That's one of the reasons that using a dozen Starship launches to send a crewed Starship to the moon is a feasible alternative. The price tag on SLS + Orion is literally astronomical.

That's a massive thing. A one time use vehicle is 4 billion dollars. That isn't feasible for long term use. Three and a half of those pays for a brand new Gerald R Ford class supercarrier, which are designed to last 50+years
