comcast is the only cable provider available in his area. he can't get verizon or att fiber. only other options are basically DSL speeds.

internet is ostensibly a monopoly in the usa even though you can see that there are multiple internet companies. they do what the phone companies used to and carve up territories and only one entity operates in them at a time. you can either have fibre internet or some shitty centurylink tier DSL in any area and that gives the illusion of choice.
