To be honest in that case I do blame the USMC. My understanding is that Marines commit a disproportionate number of crimes in Okinawa, and so they really, really ought to be policed better.

Here's the official meeting page with six hours of video recording if you're curious about more than just the highlight reel. As I understand, the entire meeting is exclusively about this resolution calling for ceasefire with "approximately 175 speakers". In the end, the resolution passed 8-0 with audience cheers. The amendment to include language condemning Hamas (which the proposing councilmember talks about at 5h20m) was rejected 6-2.
