In Ukraine, concerted efforts were made to get women and children away from the fighting. In Gaza, concerted efforts are made to keep women and children in dangerous areas in order to raise the casualty counts and increase international pressure against Israel. In any typical war zone, women and children are not only allowed to leave, but helped to leave by any able-bodied man. In Gaza, Hamas will threaten or kill women for trying to get their babies out of the danger zone.
Hamas planned this attack. They're the ones who had weeks and months to think about how to get the women and children out of the most likely places that would be attacked. Isn't it really kind of odd that they had no plan about how to do this at all?
Everyone went "oh how could we possibly evacuate a big city in just a single day?!?" This of course is something many big cities have had to do for natural disasters like volcanoes and hurricanes, but Gaza simply can't. Okay. So they give them days and days more. Nope, barely any evacuations, and "what, you expect us to leave our homes?"
Either Gaza simply didn't expect any retaliation at all, or didn't plan for any evacuation routes and shelters, or they wanted the outcome to have high female and child casualties.
