The one game I felt that they did a proper villain is The Boss from Saints Row 2, he was angry, ambitious, selfish and psychotic for the most part. There are a couple of examples where he would kill someone who was innocent or at least mostly innocent.
He killed a gang boss's girlfriend by stuffing her in the trunk of a car that got crushed unbeknownst to the gang boss and the bartender from the nightclub during a raid by Masako commandos when she was flirting with him and he used her as a meat shield who he then set on fire after she was shot as a distraction so he can shoot back at commandos.
The only people he showed respect towards was those he knew since the beginning. Johnny Gat and Aisha he cared about since joining The Saints and Mr. Wong the Triad Boss when he worked for him in SR1 but Shaundi, Pierce and Carlos. He didn't respect them too much.
They even softened The Boss afterwards because Volition felt he was too evil to be relatable.
