This is pretty much the rule in general with women. When they're attracted to you, you can get away with whatever. Otherwise, you're a creep no matter what you do.

When I was in the anime club I was in a group meeting. One of the girls was in Faye Valentine cosplay. Most of the guys in the group were attractive, and were checking her out. Then the nerdier uglier guys came over and she was like "ew they are leering at me". Never seen anything more obvious in my life.

Former boyfriend's brother got super high and drunk at his 40th birthday party and as we were sobering up at a Denny's decided to complain about his frigid Chinese wife. Yeah although to be fair turn like 98% of those hands in the second picture brown and make them smell like feces and body odor and you'd have a more accurate depiction.

But yes, one of the most important skills one can have for dealing with women is being able to recognize when you shouldn't listen to them.

Even when they say "a creep on the bus stared at me today", they probably aren't offended, that's as likely to mean "Hey everyone did you know I'm so cute that I get unwanted attention in public? Ugh it's difficult being a womanly woman who's attractive. Which I am. Very attractive I mean."
