The speculation is that it is a property owned by Penny’s parents but not their primary residence.
Penny’s stepgrandmother has pretty advanced dementia or another similar condition. So there was concern that elder abuse was a possibility.
From what I understand now however, it seems that the throuple live there happily without old people pottering around.
Penny’s grandfather and his second wife, he is a widower, are Penny’s “parents”.
His actual parents effectively abandoned him.
