No. No, it won't. She's not a Kuwaiti citizen or passport holder, so she's not eligible for free treatment.Now it will be the Kuwaiti system that will take care of her.
If she was an expat, instead of a tourist, she'd be required to either pay into the national insurance pool for expats in order to receive care (while still having to pay out-of-pocket for some things), or show proof of private insurance. And even then, she'd be de-prioritized for care in public hospitals and clinics, because while the care is excellent, the system is overburdened, in part due to the number of expats using it (and keep in mind, those expats have to be healthy, or at least have manageable conditions; they are not letting dying landwhales like Chantal in on anything but a tourist visa).
Chantal doesn't even have traveler's insurance—we saw that in Bangkok, when getting a boil drained came as an unexpected financial blow. You can't tell me she's managed to get any insurance since then. She paid for her visits to the private clinic out-of-pocket, because that? That is how she's going to get and pay for health care in Kuwait.
If she has an emergency, and an extended hospital stay, a public hospital might admit and treat her, but they're going to charge her for it, and she'll be in deep shit if she doesn't pay it. If that happens, she'll likely get deported, and denied any further visas, because Kuwait doesn't need her, and doesn't give a shit. As far as they're concerned, she can go back to Canada and mooch off their system.
If she gets deported, she'll never be allowed back in. And this all has a lot of negative potential consequences for Salah.
Really, he needs to pray like mad to Allah that she simply pops off at home. That, or when she eventually shows signs of going into DKA, he hides her phone, puts out extra food for Julia, and takes off for a boys' weekend in Bahrain.
