Pretty much every detective and police official says that these people do way more harm than good. Even if they do expose someone, the evidence they gather is generally not going to be admissible in court because they fucked up when they got it (i.e. chat logs can easily be doctored or just taken out of context, so you need to have a very secure way of logging it).
When TCAP existed, there was one case where the pedo's public defender showed his client the chat log, the client said "I never said that", so the lawyer asked for the actual harddrive that contained the chat log to make sure it was valid. Perverted Justice refused to hand it over, so all of the pedos that got caught in that sting got off without any punishment.
Then there's also the whole thing of they could just fuck someone over, whether accidentally or intentionally, for views. For example, they could be in public waiting to meet the guy and happen to accuse some other random person who was in the wrong spot at the wrong time. Then that innocent person's life is ruined.
