Ralph is right. Harry/Vickers II took an L on this one. I'd like to know the story of how he got convinced this was the right place, I'm sure it's fun.

Ralph tried to call local authorities (local to Cog, that is) and inform them that Cog was bragging about committing crimes against Ralph, which he actually was by admitting to accessing Ralph's online accounts without authorization, but Ralph tried to do so on a phone which did not have international calling. The call never went through.

Neither attempt is successful. My Spanish isn't very good, but it sounds like the automated message both times is something along the lines of "we're sorry, but your plan can't call that number". After the 2nd attempt, he bitched about how hard it was to change out his sim card and then he gave up on the idea of calling the cops on Cog and got distracted by music and superchats. The police showed up approximately 5hrs and 30 min into the stream, which would have been 4.5 hours after he made these attempted calls.
