Regarding prep for another attack, realistically you generally want to put as much pressure on as possible everywhere you can, so that you can tie down assets that would otherwise be reinforcing your real target.
 
My take from Peskov's statement that this wasn't retaliation for Donetsk is that there wouldn't be a 'retaliation' because Russia will not intentionally target civilians the way Ukraine does (and has).
If China (for example) decided to nuke Guatamala (for example), there's not really anything that would happen apart from international condemnation and sanctions. Which are enough of a threat to stop China nuking Guatemala.

Russia is already subject to international condemnation and sanctions, and the Ukraine is not part of NATO, so the only thing stopping them from turning Lvov into a novelty ashtray is that they don't want to.

Civilians dying when legitimate targets are attacked happens all the time and is generally considered unfortunate collateral damage. I think he's saying that they won't intentionally target civilians where no military target exists, like a civilian market in Donetsk for example.

Zelensky made an declaration today where he announced plans to preserve and recover the Ukraine-ness of the Krasnodar, Belgorod, Bryansk, Voronezh, Kursk and Rostov regions of the Russian federation.

It calls for Ukraine's cabinet of ministers to work in coordination with international experts to develop an action plan for preserving Ukrainian identity on Russian territory.

“This is the restoration of truth about the historical past for the sake of Ukraine’s future,”

Now we know the areas planned for annexation to Ukraine if Russia had been defeated. Its always the case historically that weird plans like this get more elaborate as country is doing less well in a war.
