It was a POW transport that was also supposed to be carrying a secret delegation of Russian negotiators flying under the protection of Ukraine. A foreign force who isn't even supposed to be there shot it down with US-supplied weapons over Russian territory.

NATO killing 65 Ukrainian POW's in order to scuttle any negotiation that might end this seems to me a pretty big deal.
