You're speaking as if "the public being able to participate" is a necessary good in and of itself. The only good that should matter is correct policy outcomes and governance. If that can be better achieved by not having most of the public participate, then that's, in an ideal world, how things would work.

Almost everyone that wants to ban porn is on the right and highly religious. The left that (single) women vote for has no debate about potentially banning it at all.
