I have seen zero evidence that Jackie has ever had a paying job in infosec.

She was a wheel vehicle mechanic for the army and got bounced out very early. She then worked for a contractor as a whole vehicle mechanic in Iraq.

She apparently ran a couple of infosec companies, but I've seen no list of clients. She has no real education. She gets simple shit confused.

Like her "position" with the Biden campaign was certainly a volunteer one, where she was only expected to provide a good, ethnic sounding name and she managed to fuck that up with her groupie antics with the GNAA.

It's a matter of semantics.

By one interpretation, yes, caches host content mirrored from the original source temporarily, for efficiency reasons.

I would imagine that legally the focus is going to be on the original "true" host because it's assumed that if the true host gets nabbed for cp, the cache provider will terminate service or it should be a fairly simple matter to get them to flush their cache.

Regardless, it doesn't matter. Cloudflare isn't a law enforcement organization and it's not their job to preemptively judge what is legal and illegal content. Their job is to respond to lawful court orders.

If section 230 obviously applies to forums (it does), it applies even more obviously to a fairly mechanical, unmoderated service such as a cdn.

A cdn is as actively managed as a laundromat is. A guy shows up once in awhile to collect the quarters and repair the machines.
