You can't*use failure to pay child support as a reason/ self-help to withhold visitation/ parenting time. They're independent rights/ obligations.
*Do I know that for a fact as true, codified law in all 50 states? No. But that's absolutely the general principle.
That said, no one has to tell him how to take a plane. Without knowing the language of their agreement, it's likely he could just say (and normal people would), "I'm planning to be out there in [month] to see my kid. Which weekend works best for you?" If no answer after a week, then, "I have purchased a plane ticket for [date] and will be there [dates]. I would like to see Xander on [day, date]. Should I contact the court to arrange the
legally mandated neutral and supervised space I'm limited to because I'm a pill-poppin disgusting beast visit, or would you prefer to do that? If you'd rather, please forward me the information along with any contact information for court/social services personnel as well. I'd appreciate it if you could do that by [date] so I can confirm my plans." It's business, bitch.
Or - he could just fucking call the court/social services and ask them to assist in setting it up.

But in the real world, unless Faith (or her representative, if that's her mother) severely and repeatedly violates some notice/time requirements to set things up or withholds the visit without an OK from those who have a formal say, she could probably get away with being passive-aggressively difficult about it. It would be a poor decision, but she could. Though if her mom is a recognized rep, she could have that role removed from her. But really - you have to go pretty far to get smacked too hard for being difficult. The immediately recent drama doesn't help him, either.
His agitating to see his kid as revenge on Faith (clearly it is only that) one single day after some chick in Mexico told her Ralph is dangerous and tried to murder her (later appeasement texts notwithstanding) is new levels of petty and childish efforts to punish her.
Ralph: you're not subtle, and you're not clever. You're just a sad, angry little boy with no integrity or self-management. You're not a bad-ass when youre acting out of pain, hurt, fear, or Xannie-and-booze-enhanced pugnaciousness. You just look stupid.
