Do aid programs lile daves insurance not offer an email option for paperwork?

His annual enrollment is in December. He left his parents' home prior to Thanksgiving last year. He hasn't been back and has had a year -- including visits to clinics, (alleged) home health aid, etc. -- to update his address (maybe he thought they'd let him come home eventually). If Joe won't remove Dave from the list of people who can receive mail at the house, Joe is putting himself in a gray position. He shouldn't be responsible for Dave's mail, but if you're going to accept it, you are in fact responsible for it (legal scholars, feel free to correct me).
Having said that, a couple of us don't actually believe Joe was holding Dave's mail. Last year, Dave lied about Joe deliberately witholding his (rejected) disability benefits application past the appeals deadline, which contradicted social media posts. See

Dave's been functionally homeless since (at least) 2016 and using their home as his permanent address (and basis fo MO aid benefits). Why change now?
One additional detail: In 2020, there was a freeze in booting people off of Medicaid due to COVID. This freeze remained in place for 3 years (i.e., you weren't required to renew and could only be kicked off in the event of death, incarceration, or moving out of state). As of FY 2024, you are required to renew. It is therefore possible Dave assumed he would be renewed, though I suspect Missouri spent a LOT of time alerting people. And I'm sure his appeal will go through. Dave's lucky in that the pipeline is currently jammed with renewals, appeals, etc.
