It seems like outside of big igloo'ing, that's the only kind of collective action people could take that could actually do anything. Business owners not filing, employees asking their employers to not withhold on their behalf and just never paying. How would the gov't respond to that?

A protest would send a message. But, a big BUT, millions would have to do it at the same time and stick with it. At least with a tax protest. You wouldn't need millions if tons of Truckers just stopped delivering food, or any major items like amazon packages, to blue cities. Or blocked roadways on critical routes.
