Half the reason they invented the shit they did was because their budget was so shoestring compared to their mission goals, that they really had to eke out every last bit of brainpower per dollar to find betters ways to do it. If they had a budget as outsized to their goals as the DoD has, they wouldn't have bothered with half the shit they've found out. Why worry about reliability on space probes when you can just throw six out and not even worry about the cost? SpaceX is already leading the charge with their reusable booster stuff.
