A US Navy sailor who admitted to providing sensitive military information to China has been jailed for more than two years.

Wenheng Zhao, 26, pleaded guilty in October to passing on information to Chinese intelligence for bribes.

Mr Zhao was a petty officer working at a California naval base.

He passed on information about military exercises, operational orders and critical infrastructure from 2021 to 2023, US officials said.

Specifically, he provided information about the US Navy's large-scale drills in the Indo-Pacific region, as well as electrical diagrams and blueprints for a radar system located at the US base on the Japanese island of Okinawa.

The US Navy's base there in Okinawa is critical to its operations in Asia. The US has made what it calls the "Indo-Pacific" region a key security priority, and in recent years has worked on shoring up alliances there to counter China's ramped-up military presence.

In the past few years it has expanded the naval drills it operates with allies in the region. However, US authorities gave no indication that information about other countries' naval drills was compromised.

Zhao, who had security clearance and worked at Naval Base Ventura County in Port Hueneme, had specifically entered restricted military and naval installations "to collect and record" information, the US Justice Department said.

He also used "sophisticated encrypted communication methods" to pass on the information, destroyed evidence and concealed his relationship with a Chinese spy.

He was paid at least 14 separate bribes between August 2021- May 2023, to a total of at least $14,866 (£11,650).

Zhao is a naturalised US citizen who was born in China. He immigrated to the US in 2009, became a citizen in 2012 and enlisted in the navy five years later.

He was arrested last August in California and pleaded guilty to the spying charges in October.

On Monday a Californian district court sentenced him to 27 months in jail. He had faced a maximum 20 year sentence.

There were no reports of any of his comments. Authorities have also not provided information as to the motivation for his betrayal, beyond financial reasons.

In October, following Zhao's guilty plea, US Justice Department Assistant Attorney General Matthew Olsen said China's intelligence services "actively target clearance holders across the military, seeking to entice them with money to provide sensitive government information."

On Monday he reiterated the warning.

"Mr Zhao betrayed his solemn oath to defend his country and endangered those who serve in the US military," he said.

Mr Olsen added that US authorities were committed to combatting Chinese government efforts to "undermine our nation's security".

Another US Navy member was also arrested last year, around the same time as Zhao, and charged with spying offences. Jinchao Wei, 22, a naturalised US citizen, is accused of conspiring to send national defence information to a Chinese agent.

Wei had served on the amphibious assault ship the USS Essex and was accused of handing over dozens of documents, photos and videos detailing the operation of ships and their systems to China.

It is unclear if the same Chinese agent is alleged to have contacted both men.

China's embassy in Washington on Monday said it was not aware of the details of Zhao's case. It accused the US government and media of hyping up espionage cases, many of which it said were based on unfounded allegations.

They keep telling me about all these fucking foreign Chinese new hires who can barely speak English that they are almost 100% certain are Chinese spies, but somehow are getting Top Secret security clearances and access to vital defense information. Anyone who points out how stupid this is keeps getting shoved behind a desk or even straight up fired.

Its fucking wild how incompetent and or corrupt the DOD is.
Incompetence doesn't carry top secret clearance, maliciousness does.

The entire military is, especially with their recruitment crisis.

He wasn't exactly Julius Rosenberg or Robert Hanssen, and doesn't deserve their fates. And he's not valuable enough to the Chinese that we need to hold him for a trade in the future. But he might have obtained real access some day, so it's good his espionage career was cut short at its beginning.

To be fair he only handed over classified blueprints on major military infrastructure, not like he did anything as horrific as wandered around a building with a bunch of boomers.

U.S. Navy Sailor Sentenced to 27 Months in Prison for Transmitting Sensitive U.S. Military Information to Chinese Intelligence​

A U.S. Navy service member was sentenced today to 27 months in prison and ordered to pay a $5,500 fine for transmitting sensitive U.S. military information to an intelligence officer from the People’s Republic of China (PRC) in exchange for bribery payments.

According to court documents, Petty Officer Wenheng Zhao, 26, aka Thomas Zhao, of Monterey Park, California, pleaded guilty in October 2023 to one count of conspiring with the intelligence officer and one count of receiving a bribe.

“Mr. Zhao betrayed his solemn oath to defend his country and endangered those who serve in the U.S. military,” said Assistant Attorney General Matthew G. Olsen of the Justice Department’s National Security Division. “Today, he is being held to account for those crimes. The Justice Department is committed to combatting the Chinese government’s efforts to undermine our nation’s security and holding accountable those who violate our laws as part of those efforts.”

“Zhao betrayed his country and disgraced himself when he accepted bribes from an intelligence officer with the People’s Republic of China,” said U.S. Attorney Martin Estrada for the Central District of California. “As a result, he has now been removed from the military and will serve time in federal prison. Today’s sentence shows that my office will swiftly act to root out and punish those who seek to undermine our nation’s security.”

“Make no mistake, the PRC is engaged in an aggressive effort to undermine the national security of the U.S. and its partners,” said Executive Assistant Director Larissa L. Knapp of the FBI’s National Security Branch. “Zhao chose to betray the oath he took to our country and put others at risk by providing sensitive U.S. information to a PRC intelligence official. The Chinese Communist Party has repeatedly shown it will freely break any law or norm to achieve a perceived intelligence advantage. Today’s sentencing demonstrates, yet again, the inability of China’s Intelligence Services to prevent the FBI and our vital partners from apprehending and prosecuting the spies China recruits.”

“Mr. Zhao betrayed his oath to the United States and deserves to be held fully accountable for accepting bribes in exchange for transmitting sensitive U.S. military information to an intelligence officer from the People’s Republic of China,” said Acting Special Agent in Charge Angel Cruz of the Naval Criminal Investigative Service (NCIS) Office of Special Projects. “NCIS will continue to leverage its unique law enforcement and counterintelligence authorities to vigorously pursue those who attempt to compromise our national security information. We are grateful to the FBI and Department of Justice for their substantial assistance to this lengthy investigation and greatly appreciate our continued partnership.”

Zhao, who worked at Naval Base Ventura County in Port Hueneme and held a U.S. security clearance, engaged in a corrupt scheme to collect and transmit sensitive U.S. military information to the intelligence officer in violation of his official duties.

Between August 2021 and at least May 2023, Zhao received at least $14,866 in at least 14 separate bribe payments from the intelligence officer. In exchange for the illicit payments, Zhao secretly collected and transmitted to the intelligence officer sensitive, non-public information regarding U.S. Navy operational security, military trainings and exercises, and critical infrastructure. Zhao entered restricted military and naval installations to collect and record this information.

Zhao transmitted plans for a large-scale maritime training exercise in the Pacific theatre, operational orders and electrical diagrams and blueprints for a Ground/Air Task Oriented Radar system located in Okinawa, Japan.

He used sophisticated encrypted communication methods to transmit the information. He also destroyed evidence and concealed his relationship with the intelligence officer. Zhao’s conduct violated his official duties to protect such information and the oath he swore to protect the United States.

The FBI Los Angeles Field Office’s Counterintelligence and Cyber Division and NCIS conducted the investigation. IRS-Criminal Investigation provided substantial assistance.

Assistant U.S. Attorneys Annamartine Salick, Sarah Gerdes, Christine Ro and Kathrynne Seiden for the Central District of California prosecuted the case. Assistant U.S. Attorney Ryan Waters for the Central District of California and Trial Attorney Adam Barry of the National Security Division’s Counterintelligence and Export Control Section provided valuable assistance.

As a Canadian Chinaman, this is very disturbing but also unsurprising.
There are too many chicom traitors mixed in the immigrant streams, especially the more recent ones.
It seems that there are dark days ahead for those of us who are loyal to our homeland.

Why is everyone getting their panties in a twist about undocumented people if all it takes to be a citizen is 3 years. Yes, he probably came in the country the rigth way and far east asians tend to work quite hard, but still.

The indictment says the conspiracy began in 2021. If he had been sent over with a mission in 2009, there would probably be evidence of an earlier relationship. And most of what he gave them was pretty useless stuff, unclassified material they said they wanted for economic purposes. I think he was recruited. But it's always possible they limited the charges to protect some ongoing CI thing.
