The only modern era nation that had a somewhat accepted, if still ostracized form of Prostetution, that I can think of, was Imperial Japan. Through to the end of WW2. MacArthur largely shut that shit down due to the American Christian's scolding him.

Japan had both the Geisha's, which were not technically hookers per se. And there was a lot more involved than sex. And the institutionalized "Comfort Women".
