Empire is more beloved in retrospect because everything that came after it was worse and continues to be. A New Hope is the only complete film of any of them. Empire is the last time it felt like a grand galaxy with a real struggle involved. Empire's also shot like a denser movie with a different pace from all of them. The movie practically halts after the Hoth Battle opening with Luke on Dagobah and the rest hiding in the asteroids then visiting Cloud City. There's no grand galactic aspect to anything that happens to the characters except for the connection between Luke and Vader which matters only because of the Jedi and Sith's positions relative to the Emperor. By Return and ever since everyone is jumping around to places immediately with ninja moves and super weapons where everything in the galaxy revolves around one family and one guy who refuses to die with meaningless but "epic" shit constantly happening.

The Last Jedi doesn't end any trilogy or idea of trilogies, the original third film script is out there and it continued on quite clearly and logically from it. The fact that JJ Abrams did what he always does doesn't speak to anything The Last Jedi did or didn't do because it was Abrams who ignored the idea of a trilogy. Arguably The Force Awakens is the greater one to give this hurrahs to because it threw away the entire existing franchise to reboot the situation back to A New Hope with absolutely zero explanation. And then it was Abrams again who made sure nobody but Rey had anything that looked like a character arc across the trilogy. And hers was just to put her back where she started. He's also the one who zeroed in on Palpatine because it's the kind of hacky "connection" these kinds of people think is brilliant and automatically creates a full circle narrative.

The last complex idea in these films was The Phantom Menance and the first part of Attack of the Clones where they're in the dark about how Palpatine is pulling the strings in plain sight. Once Obi-Wan figures out the plot, Palpatine ascends to Godhood and nobody in any Star Wars film has ever been intelligent since. And this was a franchise with pretty bad characters to begin with.
