Unironically the best approach is having users with a hidden role that allows them to view all DM chains anonymously, and have the ability to publish anything posted in them to a public thread for this cringe. Like the Stasi.

Could make it even less stasi-like and just have it so any chain with a high enough ratio of posts/participants can be seen by admins, or whatever.
