Its horribly impractical, doesn't fly for long and nothing more than a flying coffin but it is possible and prototypes have been built. Also i think thats more of a joke, like saying:
"If we are gonna spend so much money on something as retarded as electric vehicles, might as well use that money for flying cars"
I really don't think he'll go trough with this one but if he does i can think of a fun option for developing practical flying vehicles
