I disagreed with you because you think that feds are doing nothing to stop these groups.
I think the reason why feds aren't doing much is two reasons:
1.
Most feds are required to be of a higher age than the average age of an adult shitposter (early-mid 20's) and many young people don't satisfy the requirements for other things like clean record, passing security clearances, etc. This leads to the FBI academy and other feds like the NCA and RCMP having to teach online etiquette to an old audience.
I've seen the "slang" term definitions for things like doxing, swatting, "cp", all those get increasingly better and more detailed in court documents as time has gone on, so this issue is becoming less of an issue. I was legitimately shocked when an FBI agent accurately described the Foodists and slang terms related to them in the Torswats docs.
2.
People are shitty at giving tips to LE.
The second one is the biggest problem we probably have. The people behind Mao's Destruction and bu5t (aka Devin Conner Howard) got away because the reporters either failed to provide evidence, neither sent over message or user uuid's.
The
Discord Law Enforcement Guidelines make it very clear that
if you have no user uuid or message uuid's for 'p in messages, they will not accept a warrant. Never once did I see anyone send over Goonclown's UUID in any CrimeStoppers or NCMEC Cybertipline (not that the illegally leaked evidence would be admissible due to search and seizure laws),
Never once did the Mao's Destruction users have any user or message UUID's leaked,.
bu5t never had his messages verified, so the screenshots and rumors of him blatantly selling 'p to spammers who would later spam it on the 'sharty are moot if he can just delete them.
Too many people just go "OMG HERE'S THE INVITE LINK TO THE 'P SERVER, HERE'S THE USERS DISPLAY NAME, FUCK HIM UPPPPP" to tiplines.

Discord states that they will archive every single past and future message of an account reported either on-site or on the NCMEC tipline indefinitely. For just one report.
Non-'p crimes or TOS violations such as encouraging SH will result in the account being archived for two years with a report or indefinitely with a court warrant.
