I'd say the "20's" should only refer to the current decade and if someone means the previous century's 20's they're gonna have to say 1920's.

Anyway Haiti's fucked since the only thing the country was ever good for was sugar cane and they fucked that up so now they've got a massive uneducated population with basically zero economic output. No matter what any intervention does it's not gonna fix the country permanently.

Honestly, Haiti needs to be straight up conquered and thoroughly redone from the ground up at this point. The problem with the world today is powerful countries demand jumping to the final line immediately - but countries cannot get there.
