As you and others have said before, Lou always buys the cheapest tech he can. Sure, he could save up and get something nice, but, Lou is a spoiled man-child that never had to learn about delayed gratification. Hell, I imagine growing up he would throw a tantrum and Denise would just give him whatever to make him settle down.

I feel like his constant flip-flopping about names and identities is partly because he eventually brings the heat down on one identity and has to change to throw off the scrutiny, and partly because he isn't actually serious about and of this identity and gender special bullshit and has no actual attachment to any of his identities (except Lou, who he really is). I feel like if he were actually serious about this stuff he'd develop an actual attachment to an identity and stick with it. He does keep going back to Ace, but that's because he has an itty-bitty hard-on for a stupid Doctor Who character.
