That's Jeff Guillaume. A gay man who runs the fan site HPANA. he's been non-stop about Jo since 2020 whilst all the fan sites issued a statement and moved on.

He used @HPANA's twitter followers (30k+), changed it to @WizardingNews to become an anti-JKR and anti-Harry Potter news site
He's not even identifying as queer, trans or non-binary. I don't know what's wrong with his mental health. Clearly he's deranged and unwell. He didn't get checked or get help per advise from other fan site admins. If he's severely affected then why the need to throw a vendetta against Jo, the rest of the fan sites stopped covering all JKR news since 2020.
Nothing's changed from posting Harry Potter news to defamatory tweets almost everyday since JKRowling's essay.

So, summarizing. A delusional "ex fan" is convinced that JK and her oldest daughter are estranged because of Jo's transphobic views, and that the daughter doesn't want to see her mother anymore, so she moved to Portugal with her husband and her own daughter. As a proof, he posts a picture of a young woman with a toddler, supposedly JK's daughter with her child.

But the two people in the picture aren't JK's daughter and her child, but two totally unrelated persons (apparently Jo's daughter hasn't children yet). At that point JK is like: "Please stop posting lies about my family also involving people who have nothing to do with me, delete those tweets and apologize or I'll sue your ass off".

The fucker puts his tweets on private, he then issues a non-apology and says that if those two people were involved (and maybe put in danger) was Jo's fault because she's a transphobic monster.

At this point, I really hope she'll sue his ass off.

I'd imagine that it comes down to the American state in question and their laws.

I'm sure whatever monster lawyers she can afford can figure it out. Come sue him in America would be one option. There's certainly grounds enough for a restraining order here somewhere. Or fund whoever this woman is suing on her own behalf in America, or in her own home country, probably getting a default judgment which can then be domesticated in a U.S. court by the institution of a separate action according to custom and treaty. Portugal and the U.S. generally recognize each other's judgments.

Now, the easiest and probably cheapest would be to dispose of jurisdictional arguments by filing in the troon piece of shit's backyard, but suing in the UK and having the person being harassed and threatened suing in Portugal and then domesticating them both in the U.S. would really fuck this man's shit up.

If it's something like defamation you essentially have to prove the defamation would pass First Amendment muster here to enforce it. Harassment and incitement and invasion of privacy, not so much. And in any event that just means he gets to lose in one or even two countries and then still have to litigate it again once it gets to the U.S.

tl;dr If you have the money to litigate multiple lawsuits in different countries, and the choice of any or all of them, you can seriously bring the pain.
