A sincere thanks to those who took the time to answer my post a few days ago.
Here is a breakdown of what I have gathered in trying to better understand the subject of the BNWO, along with some observations. It is by no means comprehensive and I would appreciate insight others can provide. I divided it into sections for your convenience:

There are likely other groups who enjoy this material for their own reasons (there is a lot overlap with other fetishes/kinks) but those seem to be the big three. As for who is creating this content, that would vary depending on what is considered content (preaching "white girls love the/muh BBC" and "death to whitey", "progressive" teachings in academic institutions from grade school to university, or if it requires image/video+text and must be posted within gooning circles by a gooner to count, etc).
No Limits:
Determining why certain people are engaged with this fetish is messy and seems to vary. Thinking that this is just a fetish and nothing more seems naïve considering the extreme nature of the content. Because race is the only determining factor in what role a person would play in the fetish, anything else goes. Race determines your role as dominant or submissive and other things like age don't matter. No one is excluded (possible exception for black women who are largely absent) and there are "no limits" as it were. This naturally lends itself to being inclusive with other extreme content and overlaps with other degenerate communities.
Regarding Politics:
Though politics might factor into this somewhat, the focus seems to be on race over political ideology. For example, it isn't dominantly left/right-wing males/females being targeted. The ideology applies to all humans regardless of political affiliation (or age). Though certain political ideologies would certainly be more offended/humiliated by the BNWO, there are others that would definitely be more receptive/aroused. In any case, recommend not getting political when discussing this if possible as it seems to derail the topic (left/right wing people getting defensive) and isn't the focus of the fetish anyway.
On Sincerity:
If someone is regularly masturbating to the idea of people being killed or children being raped (or it actually happening), any attempt to downplay the fetish as harmless or somehow insincere rings hollow as does the idea that this is strictly a humiliation fetish (especially when they get off on watching other people get humiliated rather than simply post pictures depicting themselves). When some get found out, they feel shame and retreat rather than embrace it. Some might downplay their fetish's role in their life, even when they have gone through the trouble of regularly engaging with those communities, creating/distributing said extreme content and trying to expose as many other people to it as possible (regardless of age).
Side note: people who enjoy being humiliated tend to use themselves as the subject (pictures of themselves with degrading words and whatnot) and not others. Most of the content I found was of relatively attractive women having sex with (or otherwise being degraded by) black men, depictions of female pornstars as "former men" to promote the aspect of sissification, and creating an association between killing/genocide with sexual pleasure (or in some cases, just murder without an overtly sexual context).
Of course there are some who are in it just for the shock value, but again, the nature of the content and their level of engagement are the best indicators for how (in)sincere one is in defending themselves with "jkjklol, didn't really mean it" type defenses. People will use weasel-words to rationalize and defend themselves. Since it can be difficult to determine sincerity with words alone, recommend looking at the person's actions as the best indicator of what they value and the beliefs they hold. In this case, they either masturbate to genocide with "no-limits" or create content for these people.

A cursory review of BNWO material shows a simplistic framework reminiscent of propaganda (provocative picture/video paired with a bold statement) to provoke a strong reaction mixed with basic marketing techniques that use relatively attractive females to sell a product or service (traditionally white women, but this may vary from region to region). Basically, the given image is designed to provoke a strong reaction to create engagement while mixing in a perverted aspect of desirability in the female. In this way, the image complements the idea being proffered that either she is the deserved property of black men (and even enjoys it) or asserting that men should be like the woman in the case of sissification. Others focus on text referencing killing/genocide over images of sexy women to reinforce an association between death and sexual pleasure. Then there is the material that just depicts killing with no sexual context. Not a lot more to say there.
As in marketing, they also promote use (or in some cases addiction) to the "product" they are selling as natural and pleasurable behavior. Like most marketing, it varies in effectiveness, but is most effective on more impressionable people with otherwise lower "sales-resistance". The fact that children have been exposed to and subsequently inducted into this community is horrific.
