That's definitely not what it means. It's always been a prison symbol for murderers, the same way spider web elbows are for long timers.

I remember years ago I was trying to find out what the world "parolee" meant. The only context I had was someone saying, "he's a parolee." I went on that dumb website and it gave me the definition for bug chaser, it said a parolee was someone who had a fetish for contracting and spreading HIV. It wasn't until years later I found out it referred to someone on parole. I wouldn't take urban dictionary too seriously.

Due to accumulative years in rehab I have spent extensive periods of time amongst people who have served time in prison and are either out or are on parole/on a behaviour program that includes rehab or psychiatric work. I have and love tattoos myself so I ask most people I meet about their ink.

Spoiler: Long answer

People with tear-drop tattoos will always claim (unless in the presence of other inmates) it either signifies incarceration or mourning of someone very close to them (gang related or not).

There are of course prisoners who have committed murder either before or in prison. It is essentially a warning to other inmates that you have killed someone before and they should know not to fuck with you.

But anybody who's made it through a prison stint and is trying to get their life back on track won't admit to the general population or anybody who they can't trust, that they've killed someone. If they have infact committed murder and are back in the general public they are on a fine line of good behaviour and rehabilitation and bragging about killing someone is a surefire way for your assigned parole officer or case worker to know you haven't learned your lesson.

The exception to this is retards who get it for the ability to claim they have committed murder, which can work in some drug circles if you can also invent a story, name and face, but in general you have to be either associating with pretty bad people, or be a very dumb try hard to be bragging about killing somebody.

Any number of tattoos can be done as a means of bitch branding in jail. Chomos will often have the name of their victim branded on them somewhere very visible, but usually a general bitch mark is more a brand symbol, intial or trademark of the person who did it, or will directly say something derogatory like "slut" or "bitch" etc etc.

Short answer, it can be any of these things but in general they are not a good tattoo to get unless you want to insinuate you are in/have been in some really dangerous circles. It is also a wonderful way to put yourself on the radar of nearby cops when in public and ensure you never get a front facing job.
