Even assuming you have the licensing it's probably not worth the time, and money, trying to set up production for something so niche. Besides the second you increase supply, by making new rounds, the price will inevitably go down. I mean maybe you could try and keep it artificially high by deliberately limiting production, but that sort of thing tends to piss buyers off.Why does nobody make new rockets. Some of it is on the legal end and that is what preventing WH40K fans from attempting to making a real life version of bolter and most importantly the ammunition. Since GW during 3rd Edition went with rule of cool instead of staying to canon.
