This is mainly from the perspective of the small government US style right winger. Most other nations are fine with government authority. That said of this list, as off our modern zeitgeist (that leftists dominate) only Lincoln, maybe FDR too but not Wilson, would be celebrated. Assessment of a former US President is primarily focused on their policy and stances towards non Whites with Africans at the top then followed by natives then the rest.
I feel like the Hoi4 Workshop is pretty lawless, so I doubt it. I could see devs removing content out of Political or Moral Reasons, but I couldn't see them being forced truly.
Only if Paradox tries to enforce something, and I don't know if they have any power over Steam Workshops. I think a few Holocaust mods were removed from the Steam workshop though.
Iirc the paradox devs actually do have power in the workshop, and have removed mods for being overly edgy or just holocaust simulator mods. Steam typically also only removes mods if it breaks US law as Steam TOS is very lax in general but Steam will take shit down to comply with the DMCA, however it's fairly easy to win over DMCA takedowns.
Goes to show how the worst outcomes tend to come from the best intentions.
Well, I'm very skeptical about this assertion since I know for a fact that even in places like Russia, China and Hungary (which are deemed to be authoritarian) a lot of people do whatever they can to wriggle out from under the thumb of the government, even if it's just to save half a dollar on a bus ticket. I remember how everyone I knew would say that we were 6 years old up until we were 9 at bus stops simply because riding the bus was free for kids 6 and under, and it only stopped because it's hard to convince the driver that you're 6 when you're almost twice as tall as other 6 year olds. Not that he cared.
It's an American talking point because the change was more sudden for Americans. Europeans had the rise of absolutism in the 17th century (during a Warhammer-esque period historians call "The general crisis"), so by modern times they were used to it, while the settlers who founded America got away just as that was starting. A unitary state that consists of the glorious capital region full of social climbers and the decreipt hinterland full of serfs may be normal for Europeans (especially Slavs), but horrifying for Americans.
In my experience they've only removed mods that can't keep the edge controlled enough or openly allowed to commit genocide like Africa Addio.

How controversial was the path?
It was just a relatively bog-standard NazBol path, about 50/50 ratio of Naz and Bol respectively. Notable things I remembered was being able to establish puppet states with funny names like Volkstaat Hyperborea (Scandinavia puppet), Volkstaat Turan (Central Asia puppet), and Volkstaat Judea (Middle East puppet). Create Synthwave music back in the 1940s, change the German language from a Latin alphabet script back into using ancient Runes, and an emphasis on Paganism as the State Religion.
Uberreich was probably even edgier and i've heard countless stories of people being perma banned for simply asking about it on the discord. every now and then it gets secretly re-uploaded on the workshop, but it gets mass reported. i'm unsure if the KX devs actually encouraged people to mass report it or not, but i could be wrong.
What was so controversial about it?
Basically, it added Hitler to Kaiserredux, replacing Goebbels (or at least being able to), Mod contained Swastikas etc.. and the general gist was that it was essentially a shitpost. Had a Vril Hitler Path, Recruitable Dirlewanger (Whose Portrait was smiling with Sunglasses, which is honestly pretty fucking funny lmao) and other stuff. Poked fun at KX being full of troons etc.. in it's loading screens and basically was just a big "fuck you" to KX in that sense.
