Yes, this really was by Larian, they were super desperate for cash after the failure of Beyond Divinity so they made several edutainment games for European children's TV channels.

Fighters aside (even though it was obvious from the missing frames) it also did platformers better (Rayman) and had bonus stuff the Playstation version didnt ( Mega Man 8 ). Fighters aside I would argue the majority of cross Saturn/PS1 releases are fucking broken on Saturn simply due to it not supporting a 256 pixel wide frame. This meant games like SotN have assets poorly scaled out to fit 320 pixels and other games like MMX4 and Policenauts have everything squished in and all assets skinny / the wrong aspect ratio.

There was a GDC talk years ago that I can't find now. It was a bunch of mini talks about animation, one of which was a Kotaku journalist complaining game characters are real people, and players are bad for controlling them as it takes away their free will. Utterly insane. They were deleting comments on it years later. Worth backing up and posting if anyone can find it.
