Only if the hollow planet's matter were impermeable to said pressure. If it were then gravity would be a function of volume rather than mass and this is easily tested. Drop a large hollow sphere or a large one that is solid all the way through - which hits the ground with greatest force. Make a big room, go inside it, see if things still fall to the floor. They do? Then this 'pressure' must be able to permeate through matter. If it can, then how is it a pressure? Furthermore, it it's an outside force pressing in, then wouldn't it have a direction independent of mass? Or to put it another way, gravity would vary based on your direction for everybody other than someone at the exact centre of the universe. If you were to one side then launching a rocket in one direction from a planet would be subject to less gravity than launching in another. And because of planetary rotation the same rocket launched at different times of day would use more or less force to reach orbit depending on whether that side of the planet was facing inwards in the direction of the outside pressure or outwards in its face. Which isn't so. Now you did say "from Outer Space" not from outside the universe which is sort of how I've read it. But how can I read it as actual Outer Space exerts a pressure in multiple directions preferentially towards and in proportion to an object's mass? Vacuum creates an omnidirectional pressure? Why isn't it cumulative? A planet surrounded by a lot of vaccuum gets more gravity than one surrounded by less?

This post may sound very negative, I apologise. I actually find the idea intriguing and would love to hear the more nuanced version of this theory that answers these questions and explains how this would be mathematically different to the 'pull' model of gravity as well.
