I think you're half-right, but giving her a little too much credit. I don't think she consciously tweeted it to test the waters, I think she tweeted it once she convinced herself she needed it, because that's what was in her mind, and twitter exists to broadcast her thoughts. It's as simple as "have thought -> broadcast thought" with no real conscious reason. The subconscious reason isn't to test the waters either, it's specifically to seek affirmation. Less of "is this a good idea?" and more "you agree with me, right?"

You're 100% correct about her motivation though. She saw a chick with a face tat online, idolized and obsessed over it (which is common for people with BPD to do), and decided she needed it, because she wants to fit the ideal that's currently in her mind. I've gazed into my crystal ball and seen the future: they're going to get matching teardrop tattoos to "symbolize how they'd cry if they were ever apart".
