Fedoras were popular in the 2000s among pop-punk bands and the general youth culture (just look at Patrick Stump circa 2005-2006 ). They were a piece of ironic classy wear you could get for cheap and they played into the specific balance of 'wholesome' and 'edgy' aesthetic everyone was trying to do at the time. They only really became cringe when dorks kept them around in the late 00s and 2010s in an attempt to look fashionable well after that entire craze had died off.

Anyway, I was in this fandom during the peak (2010 through 2012, dropped after s3) and never understood why people liked Fluffle Puff. The character was boring and only seemed to exist just to be annoying. I wouldn't be surprised if the guy who made an intentionally retarded uwu smol bean OC and made it his entire personality has some kind of arrested development shit going on though.

She's a character for the turbo-autists obsessed with finding cute and innocent characters to "protect"/fawn over. I saw the same thing years ago with the DDLC chibi sprites, who had an entire subsection of the fandom dedicated to "protecting" them from the horror of the rest of the game.

Of course "protect" in both of these cases just means adult men drawing cutesy art without being forced to admit it's gay as fuck.
