SSDI isn't means-tested, it's an insurance. You're thinking of SSI. You're not allowed to "earn" money by "substantial gainful activity" because the whole basis of SSDI is that you're claiming you CAN'T engage in SGA. Passive income doesn't disqualify you, though.

There are limits to that when it comes to managing to be able to take out construction mortgages and shit. There's no way their current situation would make any sense to approve a shorter construction loan(something to be paid off in 1-2 years), and I don't see how they'd have enough equity with the current house to get approved for long term loan that would basically just convert to a mortgage once the construction is complete.
