He tracked down the guy who claimed to have posted it, but he concluded that"Teddy" was probably lying about that because a) he was almost certainly lying about other things (including faking a DM from keffals) b) he wasn't able to provide any kind of evidence, even after promising it (eg his thumb picture or the bus ticket from the day he took the picture) c) there were minor inconsistencies with his story.

Later, the podcast did receive a letter from another person who claimed to be behind the picture. While this person also didn't provide any proof, he did provide a more believable story which is that he was in fact a KF lurker who asked a friend who happened to live in the city to take the picture as a joke. The note did contain references to KF and "Teddy" claimed to hate KF for being "moralfags".

This campaign, widely covered in the media [23,40,55], captured the attention of the site users as well, who escalated the harassment campaign towards the streamer [23]. On September 3rd 2022 Cloudflare stopped hosting the site,citing “present and imminent threat to human life” [40]. After jumping through a few differentinfrastructure providers, Kiwi Farms was back online by the end of October 2022 [63].

7 THE PROGRESSION OF TAKEDOWN REQUESTSThe structure of takedown request threads is similar to the targeted threads. In another threads, the forum moderator addresses screenshots, casting doubton the actual copyright of the material included in the screenshots:"The presence of copyrighted written work within a screenshot does not automaticallygrant you rights over the image."This method of bypassing DMCA and continue using the images also comes up in one other threadwhen the site moderator explains using simple edits to come up with a slightly different image, isnot subject to copyright:“We had a girl hire a company to get her instagram photos down so I lazily photoshoppedthem all and reuploaded them in the same thread.”Another common justification for the removal rejection is pointing out that the data used in thetarget’s thread is accessible in the internet. One of the forum users brings this up, by imitating adialogue between them and the target:“I love it when people freak out over the compiling of publicly available information. "It’sillegal!" No, it’s on the internet, genius.”In some of the threads, this particular justification co-occurs with a target threatening to takethe matters to the authorities. The claim that the publication of publicly available information isnot illegal, surfaces a conflict between harassment that the targets experience and the inability ofauthorities to help them. It also highlights the need for improving understanding and recognitionof harassment, especially in the legislative process. While in the example above the justification isused to "address" PII publicization concerns, it is also often also used to reject requests to removeaudio-visual material collected from the target’s social media profiles. Further, prior work hasdocumented difficulties with removal of publicly available PII [54], indicating that it is not alwayspossible for targets of online harassment to proactively limit their easily accesible PII.Yet another justification for rejecting takedown requests consists of deflecting responsibility tothe individual that made the particular post and published the sensitive content that the target isinterested in removing. For example:“The rest [of the posts] are owned by individuals. As per and the footer on every singlepage of the site, the content belongs to the people posting it, not me. I will not be removing it because I believe in good faith it is fair use.”While the description of the copyrighted work and the location where the alleged infringing contentappears are some of the requirements of a proper DMCA request, we find that once the targetcomplies and provides the links, the forum’s team still does not comply with the removal. On thecontrary, another thread is created on the site, to document the exchange. The creation of anotherthread, indicates that the exchange was used to extend the narrative and escalate harassment,illustrating yet another instance of Continous Narrative Escalation. A similar rule is imposedon a different target, requiring the inclusion of a legal address in the takedown request, anotherrequirement for a proper DMCA request. To summarize, in order to send a legitimate DMCA request,a target needs to give away more information that could potentially expose them to additionalrisks. New rules are imposed on the target, with the purpose of extracting more information andpublicizing the exchange to gather additional and revive previous harassment
