Additionally, the ISP could only definitively identify the device, not the user, which screams plausible deniability IMO.

Well, yes and no. Yes, because he doesn't go on the dole like so many lolcows do, and no because he does the bare minimum of effort and demands results like he worked for years.
And when he really does put extra effort in, it's always for something incredibly stupid (sex with hookers) and comes at the expense of something else he really should be doing instead (like the entire year he took off college just to work a job for the sole purpose of paying said hookers.)
